Motion for a referendum vote on the hog issue and BIA projected Environmental Findings

BUREAU OF INDIAN AFFAIRS - BIA Superintendent Larry Burr distributed copies of the BIA monthly report. Mr. Burr commented on the following:

* Grazing resolution, the Land & Natural Resources Committe is working on this.

* Pork production facility comments will be incorporated into the final Environmental Assessment. BIA Area Environmental Scientist is reviewing that right now. On Friday he will sign this stating that there is no finding of significant facts. He hopes they will address this on Friday so he can get it in all the papers. He visited the two facilities in Colorado and it is quite an operation. It looks like a good project if the Tribe wants to go with it.

* Answered a question on the Law enforcement Services report, that the Bureau doesn't do the report, only when Captain Four Dance was here and he hasn't been here since March.

Motion by C. Kelly Jones that we have a referendum vote on the hog issue and we have a roll call vote behind it. Seconded by Shirley A. Medearis. Questioned by Ronald Gassman. 07 Voting Yes: Eddie Marmer, Shirley A. Medearis, C. Kelly Jones, Sammy High Crane, Rita Means, Robert Shot, Ronald Gassman. 10 Voting No: Wayne Ducheneaux, Byron Wright, C. Don Lamoureaux, Bernard White Hat, Michael Boltz, Anthony Castaway, Rodney Bordeaux, Christine Donham, Joseph Marshall, Willie Bear Shield. 01 Abstaining: Ronald Noiss. 01 Absent: Adam Little Elk. MOTION DEFEATED.

Ronald Neiss stated for the record taht he qualifies his not voting especially on something such as this, but he didn't have the information he requested that was discussed by this body, what the framework of what that referendum vote would be. He reserved that judgment on his vote here as a representative of the Rosebud Community and the Rosebud Sioux Tribal people until Wednesday, to make a better judgment, to have a more complete picture at the meeting on Wednesday the 19th. That was his reason for not voting.

RECESS - Chairman Wilson recessed the meeting until Friday August 14 1998 at 10:00 A.M.
