Meeting with I.H.S. -- Pine Ridge

Wednesday, February 19, 2002 at 1:00 p.m.

KEY ISSUES:

* Immediate appointment of interim director pending a full investigation & disclosure of I.H.S. finances & policies.

Vern Donnell has been given extraordinary authority over Pine Ridge I.H.S. policies. This operation should be viewed as a partnership with the membership of the Oglala Sioux Tribe.

* Under guidelines set forth in our treaties with the U.S., every tribal member, including VETERANS, should be afforded medical care at I.H.S.
The Oglala Sioux Tribe intends to rescind a 1952 resolution that put them under the umbrella of the Public Health System. In turn, we are asking OST Council to adopt measures to return full Indian Health Services (BIA) to Pine Ridge Reservation.

* Reinstatement of snack voucher program for diabetics/elders attending the outpatient clinic.
Due to inadequate staffing, patients wait several hours to see a physician. Many drive/walk great distances for their appointments.

* Preventative medical care vs. reactive medical care. Intensify community outreach/education on diabetes prevention. Train staff dieticians on traditional Lakota diet.

* Hire additional permanent acute care physicians & utilize I.C.U. vs. thousands of $$ spent on each life flight trip.
What costs are incurred to send a patient to Rapid City via Life Flight? What is the 2003 FY budget for these services vs. the Y.T.D. expenditures? On average, what is the salary of an acute care physician for this region?

*Dialysis care crisis.
With at 300% increase in diabetes cases on Pine Ridge, quality comprehensive care is crucial. We must hold clinic management accountable & inform them that medical negligence is intolerable.

But it doesn't. It dishonors its own word and violates its treaties...
