Following is the 'Information Brief' (unedited) given to those who attended the meeting with West Point and CID officials in Eagle Butte on 10/1/2002 referenced in Rep. Thomas J. Van Norman's letter to Sen. Johnson dated 10/31/2002. (It was presented in 17 pages, landscape, 30 plus font; however, it can easily be summarized in one page.)

Information Brief

Background

The United States Military Academy is at West Point, New York
There are a number of organizations on the Academy including:
- United States Corps of Cadets
- Dean of the Academic Board, Staff and Faculty
- The US Army Garrison- West Point
- Separate support agencies such as the hospital and dental clinic, commissary, post exchange, and Criminal Investigation Division (CID)

Background

The US Army Garrison- West Point includes:
- 1st Infantry Battalion
HHC, Military Police Co, 2nd Aviation, A Company, C Battery
- Provost Marshal (the garrison police force)
- Engineers
- Community and Family Activities
- Information Management

SGT Two Crow was a member of the Military Police Company in 1st Infantry Battalion

Background

The Garrison Commander of West Point is similar to a mayor or city manager
Units under my command make the post function
The Criminal Investigation Division (CID) works on West Point, but is not a member of the garrison
- This is a protective measure to prevent anyone on post from influencing an investigation - Separate command with offices around the world
Armed Forces Institute of Pathology
- Separate command supporting the military world-wide

SGT Two Crow was on a pass from July 13 -- 16
- Not expected to be back on duty until July 17

When he did not return on July 17
- Company Commander, CTP Locke, informed Battalion Commander, LTC Rice
- First search conducted in the evening by Military Police patrols:
Stony Lonesome Housing Area (HA) roads
The unimproved roads behind the HA

July 18, 2002

Morning
- Squad of soldiers directed to conduct a search of the mountain behind the battalion HQ.

Afternoon
- LTC Rice committed more soldiers to the search
- 1 platoon of MPs
- 2 platoons from HHC Approx 80 soldiers
- 1 platoon from a line company

July 18, 2002

Military Police Investigators
- Searched barracks room
- Interviewed SGT Two Crow's acquaintance
- Contacted local hospitals and coroners
- SGT Two Crow entered into the National Crime Information Center data base as a 'Missing Person'
- Contacted the Super 8 and Holiday Inn Express
- Digitized photos placed at all entrance gates
- Contacted family members

July 19, 2002
Criminal Investigation Division
- Notified that SGT Two Crow is missing
- Notified the District Office at Ft. Meyer, VA
- Assumed investigative lead
- Opened a case file
- Notified local law enforcement agencies
Military Police Investigators
- Checked bank records -- last transaction on July 12
- Reviewed Closed Circuit TV tapes
- Searched barracks for possible clues
- Interviewed acquaintance, soldiers in the unit, and housing area residents
- Reviewed the sign-in logs at the post gym
- Checked the Woodbury Common bus terminal

July 20, 2002

Unidentified remains reported along Interstate 84, approx 15 miles north of West Point

July 22, 2002

Disseminated additional information to local law enforcement agencies
Checked (again) the Woodbury Common bus terminal
Coordinated with New York State Police for k-9 support

July 23, 2002

Joint aerial reconnaissance
Ground searches throughout the day
- 14 K-9 teams supporting
Unidentified remains located at Croton Reservoir
- 20 miles southeast of West Point

July 24, 2002

Ground searches continue along with K-9 teams
Criminal Investigation Division communicates with Dr. Madden, as representative for Mr. Don Two Crow

August 25 -- 31, 2002

Updated Mrs. Toni Two Crow
Information about the search for SGT Two Crow is printed in post newspaper.
Press release concerning the search sent to area media
Local newspapers asked to print articles to help us get leads
Information posted to the West Point website including photos of SGT Two Crow
Flyers posted at high traffic locations at West Point

August 25 -- 31, 2002

Criminal Investigation Division again interviewed acquaintance (normal investigative technique)
Criminal Investigation Division coordinated with the NYSP Computer Crimes Unit to obtain access to e- mail accounts
Criminal Investigation Division interviewed US Airways terminal agents at Stewart Airport
Criminal Investigation Division / NYSP Forensic Unit searched acquaintances' quarters and car
- Search did not yield any clues

September 1 -- 7, 2002

Updated Mrs. Toni Two Crow

September 8 -- 20, 2002

No Further leads in the case
CID maintained communication throughout the region to try to develop more leads

September 21, 2002

3 private citizens conducted a search of the area south and east of Stony housing area
- Remains discovered
- 911 called
- USMA personnel first on the scene
- PMO/NYSP/Criminal Investigation Division responded
Area secured

Family informed of remains discovery

September 21, 2002

The Armed Forces Institute of Pathology (AFIP), in support of CID, assumed forensic investigative lead for:
- Remains
- Autopsy
- Determining Cause and Manner of Death
- Toxicology

September 22, 2002

Dental records check confirmed the remains are SGT Two Crow
Family informed

September 23, 2002

AFIP conducts autopsy
- Manner of Death -- 'accidental death'
- Cause of Death -- dislocated neck
- No forensic signs of foul play
- Toxicology results pending
- Clothing and soil sample examinations on-going

Future Actions

Memorial Ceremony planned for Friday, October 4, 2002
- Focused on the unit
- Open to the post
- Family members invited
- Begin healing our own soldiers
